Abstract

This study addresses the critical challenge of high-risk operational fragmentation, where domains such as aviation crew resource management (CRM), medical simulation, crisis communication, enterprise governance, and adversarial frameworks operate in conceptual silos despite sharing core non-technical dependencies. To bridge these gaps, we propose a cross-disciplinary, unified collaborative system framework that maps core non-technical competencies, standardizes behavioral marker metrics (e.g., NOTECHS), and models dynamic organizational safety cultures under acute human performance limitations like fatigue. The paper delivers three primary contributions: Cross-Domain Synthesis: It unifies fragmented operational insights into a structured taxonomy of team coordination, situation awareness, and adaptive leadership roles (e.g., Pilot Flying vs. Pilot Monitoring). Methodological Calibration: It reconciles the theoretical tensions between structured behavioral markers and emergent resilience engineering principles within simulation-based paradigms. Strategic Roadmap: It establishes a clear implementation agenda that pairs diagnostic validation tools with agile, local problem-solving capabilities. This suggested framework is specifically for safety-critical administrators, simulation-based training designers, enterprise risk management executives, and high-reliability operational leaders seeking to scale robust collaborative safety systems across complex socio-technical landscapes.
